COMPREHENSIVE CONSTRUCTION PROJECT MANAGEMENT PROCESS

As the Construction Manager for the project, Bliss Construction will solicit, advertise and receive all necessary bids from contractors needed to complete the Project. Upon receipt of all bids, with a minimum of three for each category, Bliss Construction will review all bids with the Town, A/E and pertinent consultants to determine the low and qualified bidders for each area.


Following the selection process of each contractor for the project, our office will formulate contractors for each individual step of the construction process. At this time the contractors will be required to provide us with the appropriate Insurance Certificates and Bonds (if applicable).


Upon contracts being awarded to the contractors, we will commence with the actual construction phase of the project. Bliss Construction will immediately establish presence on the job site with a full-time Project Superintendent in charge of all field activity and scheduling. The Superintendent will be on site with an office trailer, phone, computer, meeting room, etc.; as required to complete his or her job in a professional and acceptable manner. The following duties of the Project Superintendent are critical in the success of the project.

  • Monitor the work progress and schedule the day to day activities.
  • Deploy the appropriate Testing Agencies and Services to insure product and procedure quality.
  • Maintain quality control on the project and conformance to the contract documents.
  • Maintain a project Log Book detailing the work completed each day, the number of workers and any significant events that may take place.
  • Coordinate the activities of the utility companies and the regulatory agencies.
  • Maintain a set of record drawings to be handed over to the Owner as-built drawings.


The job site and surrounding areas will be monitored reasonably to control dust, noise, lighting and odors.


The Project Manager for the project will assist the Project Superintendent in the day-to- day activities, while overseeing the field and office administration for the project. The following duties of the Project Manager are critical in the success of the project:

  • Review all bids and make recommendations to the Owner for selection.
  • Issue contracts to contractors and follow through on collecting Insurance Certificates and Bonds.
  • Receive from each contractor all shop drawings, equipment submittals, schedules, product data and performance records and distribute to the pertinent Engineer or Architect to insure compliance to the construction documents.
  • Establish the Construction Schedule and Milestones and take appropriate action to adjust the work as required to maintain the accepted schedule.
  • Review and prepare a recommendation to the Owner involving Change Orders and resolution of disputes and delays.
  • Institute, maintain and utilize a cost control system for the construction of the project, assisted by the project estimator.
  • Operate all monthly requisitions and payment processes and keep accurate accounts.
  • Receive and keep on file all ongoing partial Release of Lien Waivers, signed by each contractor prior to issuing payments.
  • Conduct bi-weekly or weekly job meetings, keep and distribute accurate minutes of the meetings through the length of the project.
  • Closing the project out with the Owner by furnishing them with As-built Drawings, Operation and Maintenance Manuals, Warranties, Guarantees, Final Lien Releases for all contractors and suppliers, and a non-conditional Certificate of Occupancy.
